Notice of 30-Day Public Comment Period: Community Development Block Grant (CDBG) Program

Notice is hereby given:


The CDBG is a federally funded program intended to increase housing, community and economic opportunities for low and moderate-income residents of the City of Gilroy. The City is making a substantial amendment to the 2015-2020 Consolidated Plan, amendments of the Annual Action Plans for CDBG programs years 2014, 2015, 2016 and 2017. The substantial amendments are available for public review and comment for 30 days from December 22, 2017 through January 21, 2018. About the 2015-2020 Consolidated Plan Substantial Amendment and the 2013-14, 2014-15, 2015-16 and 2017-18 Proposed Amendments of the Annual Action Plans: The City of Gilroy is required by the federal Department of Housing and Urban Development (HUD) to submit a Consolidated Plan every five years and an annual One Year Action Plan which describes community needs, resources, priorities and proposed activities to be undertaken in the City of Gilroy under CDBG. This funding source is to assist lower-income people, households and neighborhoods throughout the City of Gilroy.


Amendment #1 to the 2015-2020 Consolidated Plan 

Amendment #1 amends the 2015-2020 Consolidated Plan to change the scope of targeted projects for Public Facilities funding. The original plan listed infrastructure improvements in the Neighborhood Revitalization Strategy Area (NRSA) in the City. Amendment #1 to the 2015-2020 Consolidated Plan provides a more focused scope of projects to include in the provision of assistance to major infrastructure improvements which will include the removal architectural barriers and repair of deteriorating sidewalks and walkways, as well as lighting improvements in city parks within the Neighborhood Revitalization Strategy Area (NRSA) to make them ADA accessible and increased public safety in low/moderate income neighborhoods in the City. This will allow the City of Gilroy to consider a variety of infrastructure projects depending on the most critical needs.


2014-15 Proposed Amendment of the Annual Action Plan

An Action Plan: One Year Use of Funds is required by regulation under the CDBG Program. The City of Gilroy received $364,507 in CDBG funds for Program Year 2014-15 (July 1, 2014- June 30, 2015). The Action Plan includes the activities the City proposes to carry out with CDBG funds. 

Proposed activity change includes funds not expended:

2015-16 Proposed Amendment of the Annual Action Plan

An Action Plan: One Year Use of Funds is required by regulation under the CDBG Program. The City of Gilroy received $424,560 in CDBG funds for Program Year 2015-16 (July 1, 2015- June 30, 2016). The Action Plan includes the activities the City proposes to carry out with CDBG funds.

Proposed activity change includes funds not expended:
$100,678.89 Public Facilities/Improvements


2016-17 Proposed Amendment of the Annual Action Plan

An Action Plan: One Year Use of Funds is required by regulation under the CDBG Program. The City of Gilroy received $469,943 in CDBG funds for Program Year 2016-17 (July 1, 2016 - June 30, 2017). The Action Plan includes the activities the City proposes to carry out with CDBG funds.

Proposed activity change includes funds not expended:
$322,814.45 Public Facilities/Improvements


2017-18 Proposed Amendment of the Annual Action Plan

An Action Plan: One Year Use of Funds is required by regulation under the CDBG Program. The City of Gilroy received $460,364 in CDBG funds for Program Year 2017-18 (July 1, 2017- June 30, 2018). The Action Plan includes the activities the City proposes to carry out with CDBG funds. 

Proposed activities are:
$120,000 Private Property Rehabilitation 

$200,000 Public Facilities/Improvements 

$77,156.25 Public Services (15% of grant + current year Program Income of $54,011) 

$102,861 Administration (20% of grant + current year Program Income of $54,011 )

$36,000 Neighborhood Revitalization Strategy Area (NSRA) Code Enforcement


The Draft Amended Annual Action Plans for 2014-15, 2015-16, 2016- 2017 and 2017-18 are available on the City of Gilroy website at www.cityofgilroy.org and in hardcopy at the City Clerk’s Office, City of Gilroy, 7351 Rosanna Street, and the Gilroy Public Library at 350 W. Sixth Street beginning December 22, 2017.


Review and Public Comment Period

The 2015-2020 Consolidated Plan Substantial Amendment and the 2017-18 Proposed Amendment of the Annual Action Plan are subject to consideration and public input by the Gilroy City Council and members of the community. All interested citizens are invited to submit written comments during the 30 day review period beginning December 22, 2017 until January 21, 2018.


A PUBLIC HEARING WILL BE HELD Monday, January 22, 2018 at 6:00 p.m., or as soon thereafter as the item can be heard, in the Gilroy City Council Chambers at City Hall, 7351 Rosanna Street, Gilroy, California. The public is encouraged to attend and provide input on both the 2015-2020 Consolidated Plan Substantial Amendment and the Proposed Annual Action Plans at this hearing. A detailed description of the proposal is available for review during normal business hours in the Community Development Department at City Hall 7351 Rosanna Street; at the Gilroy Public Library 350 W. 6th Street; and on the City website at www.cityofgilroy.org. The staff report for this proposal will also be available on the City website (www.cityofgilroy.org) by 5:00 p.m. the Wednesday prior to the City Council meeting.


Persons who are unable to attend this public hearing may submit written comments by delivering them to the City of Gilroy, Housing and Community Development (HCD) 7351 Rosanna St. Gilroy, CA. 95020, or by delivering them at the public hearing.
