Community Development Department Services under COVID-19
The Community Development Department is operating under the Santa Clara County Health Order that allows for construction and development activity to occur if certain criteria are met.

City staff will take in applications, review plans, complete inspections, and issue permits. In order to ensure the safety of our employees and our customers, we have implemented the following:
- To the extent practicable, all services will be conducted via email, by other electronic means or virtually. No members of the public will be allowed inside City Hall at this time.
- All payments will be done over the phone or through bank wire in coordination with the Finance Department.
- Should the need arise for you to submit hard copies or other materials, these items must be mailed to city hall or an arrangement can be made for a courier to drop off materials. The drop-off must be at a specific time and approved by the staff person who will be receiving the item. All items received by mail or delivery will be quarantined for a minimum of 48 hours.
- We will require proper use of PPE per County and OSHA guidelines for staff in the field. Protocols are also required of the developer/contractor for the job site. This information will be provided to you in advance and inspectors will not perform any inspections for developers/contractors who fail to adhere to required protocols.
All small and large construction activities are allowed to continue under the Construction Safety Protocols listed in Appendix B.
On-site inspections will only be conducted on those sites adhering to safety protocols outlined in Appendix B. Some inspections may be performed remotely through the use of photos or videos. All electronic submittal communication will take place over email, phone, or other electronic means. To submit plans, email Plan Submittal an electronic copy of your plans.

Planning staff are providing limited remote service for all development projects. All communication will be conducted through email, phone or other electronic means.

We will take in applications, review plans, complete inspections, and issue permits. In order to ensure the safety of our employees and our customers, we have implemented the Planning Department COVID-19 protocols.
New applications will be assigned to a planner who will reach out to you remotely. After a planner has reached out, they will provide an invoice to pay for permit fees.
Resubmittals can be sent electronically directly to the planner assigned to your project. Please contact the planner assigned to your project for information on planning inspections.
Fire Inspection, Hazardous Materials and Wastewater Pre-Treatment
Fire Prevention staff are conducting construction inspections, state mandated inspections and responding to life/safety matters. If there is an immediate threat, please call 9-1-1. For non-urgent life/safety fire inspection, hazardous materials or pre-treatment matters, please call 408-846-0451 and leave a message.
Housing staff are providing limited, remote services including the review of quarterly reports and payments to agencies that are CDBG and Gilroy Housing Trust Fund recipients. Staff will reach out via email requesting quarterly reports.
